Construction and Engineering Overview

The Construction and Engineering Department is responsible for the planning, design, construction, and maintenance of transportation infrastructure, including roads, bridges highways and related structures. Key functions include roadway and pavement design, bridge and structural engineering, drainage management, tolling and intelligent transportation systems, construction management and quality assurance.

Professional Services Bulletin (PSB), Solicitation and Pre-Award

The Illinois Tollway procures professional engineering and consulting services through a Qualifications-Based Selection (QBS) process governed by the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act.

Opportunities are announced in a Professional Services Bulletin (PSB), which details project scopes, schedules, and requirements for Statements of Interest (SOIs). Interested firms submit SOIs outlining qualifications, experience, and proposed team composition.

The Tollway evaluates submissions based on published criteria such as technical expertise, past performance, and capacity to deliver. Pre-award activities include verification of disclosures, compliance with DBE/VOSB participation goals, and negotiation of scope and fees.

All awards are contingent upon successful negotiations and Illinois Tollway Board approval.
