Each PSB contains “Guidelines for submitting Statements of Interest (SOI)” and “Submittal Instructions” sections that detail the who, what, where, and how of submitting an SOI.

Active PSB postings will include a list of all forms needed to submit a SOI.

Most Tollway contracts require prospective prime firms to be prequalified by IDOT in specific categories such as Highways (Freeways), Structures (Bridges: Complex), and Special Studies (Traffic Signals). The Tollway may allow a prime consultant to meet certain prequalifications through a subconsultant, for example, for Special Plans (Lighting: Complex Lighting) or Special Services (Surveying). Key personnel for a project must also meet prequalification requirements.

Optional pre-proposal meetings will be held several weeks before SOIs are due.  Refer to the PSB for a date, time, and virtual meeting link.
