What is Trimble Unity Construct?
Trimble Unity Construct (TUC) is a web-based project management (WBPM) system which is used by the Illinois Tollway and its partners to manage the various construction and design projects that are currently being undertaken as part of the Tollway’s Move Illinois Program.
With Trimble Unity Construct, project participants can exchange project related information, manage supporting documentation, and create/track the completion of business processes and tasks while creating an auditable project record.
As part of the project record users will be asked to submit RFI’s, Drawing Packages, Submittals, and various other types of documents into Trimble Unity Construct where they can be tracked and reviewed for approval.
How can I get access to Trimble Unity Construct?
Access to Trimble Unity Construct is only available to vendors who have been awarded a planning, design, construction or construction management contract with the Illinois Tollway. As part of their preparation to do work with the Illinois Tollway, vendors will be requested to designate a list of potential Trimble Unity Construct users from their project team. Once those users have been trained, they will receive login credentials which will allow them to access Trimble Unity Construct and begin using the system to manage their project.

BidBuy is a State of Illinois e-Procurement system utilized by the Illinois Tollway to solicit procurement opportunities, post notices of award, and accept electronic bids on construction contracts. Registration in BidBuy is free and does not require renewal.
Procurement opportunities and awards are publicly viewable on the BidBuy website without a login.
BidBuy replaced the Illinois Procurement Bulletin (IPB) for the solicitation of goods and services procurements. It also advertises procurement opportunities with other State agencies. The Illinois Procurement Gateway (IPG) links directly with BidBuy and is the primary location for entering, organizing, and reviewing vendor information and completing State-required forms.

Illinois Office of Comptroller
The Illinois Office of the Comptroller (IOC) makes vendor payments on behalf of the Illinois Tollway. To check the status of a payment, please refer to the ‘Vendor Payments’ page on the IOC website.
Virtual Tollway / I-Plans / Utility Locates
The Illinois Virtual Tollway (IVT) website offers several interactive resources including an Illinois Tollway Web Map, traffic cameras, trip calculator, and toll rates by plaza.
The IVT’s I-Plans and Utility Locates applications also give registered users access to as-built drawings and utility permits/relocations, respectively.
Construction & Design Bulletins
The Illinois Tollway issues Construction and Design Bulletins to provide guidance, updates, and clarifications on standards, specifications, and best practices for projects across its system. These bulletins serve as official communications to contractors, designers, and project managers, ensuring consistency and compliance with Tollway requirements. They typically cover topics such as roadway and bridge design standards, safety protocols, material specifications, and procedural changes.
